Why did gmail Leave out “READ RECEIPT” feature?

I know read Receipt feature is kinda annoying to a lot of people.
But a discrete one is my favourite. UofL uses Novel Groupwise and the Read-Reciept feature deosnt ask the intended recepient to click in a dialog(which is really annoying!!).
